New server doesn't have anything installed on it so would it even be possible to restore the image if the server doesn't have symantec installed on it?

Yes, by taking a offline backup. Just boot off the SRD and select backup.

Yes.
You boot from the recovery disk, then perform the restore.... so this is a 'bare metal' restore with nothing installed.
