That MAY work but it is not officially supported.

No. Windows 2012 R2 was never supported with SSR 2011. Check the SCL for details: http://www.veritas.com/docs/000013002

i tried SSR2011 disk for windows 2008 R2 it works.

I downloaded SSR 2013 R2 trial and created recovery disk for windows 2012 R2 so it will work.

do i need new license for SSR 2013 R2 or upgrade license of 2013?

Agha

I downloaded SSR 2013 R2 trial and created recovery disk for windows 2012 R2 so it will work.

Why 2013 R2? Latest version is VSR 16:

Thanks,

Why 2013 R2? Latest version is VSR 16:

because it is also compatible with windows 2012 R2 server.

do i need upgrade license from 2013 to 16 OR new license?

Well, if you are upgrading it's logical to upgrade to the current latest version - and that is VSR 16. That was my point.
