SSR 2013 R2 Desktop Recover Anyware Question

At one time I had a Symantec info link to detailed instructions as to how to use RA to recover to another computer.  Could someone point me to that please.

The computer I will be recovering from is an OEM version of 64-bit Windows 7 Home Premium.  MB is getting dicey and I want to migrate (RA) to a completely new machine. I was wondering if I'll be able to do a phone activation of this OEM Windows after the recovery.  I know OEM versions are only for the hardware they were distributed on, but I wonder if MS makes an exception in the case of a system failure.  Obviously, if I can't get it activated, I can't do an RA and I'll have to build the new machine back from scratch.

SSR and the RA Option cannot bypass licensing and you may need to contact microsoft for assistance.

I understand that SSR and RA cannot bypass licensing.  Just curious if anyone has had any experience getting phone activation of OEM version of Windows 7 on other than the original hardware.
