Symantec System Recovery 2013 R2 Service Pack 4 error: "There is not enough space on drive C:\ to extract this package"

This error occured on only one out of five Windows Server 2012 R2 servers updated to SSR 2013 R2 Service Pack 4.  It's an odd error because there's plenty of free space and the SP4 zip package was valid.

On a whim, I worked around the problem by right-clicking the Symantec_System_Recovery_11.1_SP4_Patch_64.exe file (which is inside the SP4 zip file), choosing 7-Zip, Extract files (fortunately, 7-zip was already installed on the server), and then I ran PatchSetup.exe which popped out of the extracted patch executable file.
