Problem
Installation of Veritas System Recovery Management Solution 18 or 21 is not supported on Windows Server 2019 as a Server Operating System.
Installation of Veritas System Recovery Management Solution 18 or 21 is supported on Windows Server 2012 R2 and 2016 as a Server Operating System.
Windows 2019 is only compatible as client operating system and for VSR standalone installations.

Cause
Veritas System Recovery Management Solution 18 or 21 uses Symantec Management Platform (SMP) 8.5 for managing clients and backup policies (For more details click How Veritas System Recovery 18 Management Solution works). SMP 8.5 server installation is not support on Windows Server 2019.
