I have encountered this issue as well. I've had to hold off updating .net framework 4.8 in Windows 10 1903 or else the console crashes. 4.8 comes preinstalled in 1903 so you cant roll it back either.

I've found that restarting the Ralus agents fix access problems when my media server fails to connect.
