BUE 12.0 - does SP4 require a reboot?

Can anyone tell me if SP4 for BUE 12.0 forces a reboot?  I'm still having the issue of 9mb/min backups failing, and it looks like our 12.0 BUE server hasn't got a single service pack on it.
