1. upgrade EV8 to EV9 then move to windows 2008 R2?
or
2. Move EV8 to Win2008R2 then upgrade to EV9 ?

Just make sure that you roll the client out to the clients.
Make sure you upload the forms.
When Outlook connects, even in cached mode, it'll download the forms if necessary and configured.
We run 50000+ clients in cached mode, never need...
