 Restarting the service doesnt help. It sounds like there's a problem much more depper than restarting services

 Any updates on this issue?

 What about tamper protection check enabled?

Report back to symantec on this. They may check on your site multiple times to ascertain and confirm that website is not fraudulent and stuff
