I don't see why it shouldn't work if the tape devices are not on a SAN - it should still share the databases OK.
Try it out - put backup exec into eval mode, so you get the SSO option and see if it works.

You can purchase the Shared Storage Option(SSO) for backup Exec - this gives you the features you want with the least amount of pain.
What you want to do is feasible, though to be able to restore from the tapes you will need to inventory...

When you run a manual backup job, it is being run as YOU. When you run an automated backup job, it is being run as the login that the Backup Exec service is running as. Does that login have access to the files?
