I have installed NetBackup Media Server software and these problematic exes are working OK now. Is there any way to receive the device list on a computer that has NetBackup Remote Administration Console only?

Nope, I have added the machine I run the command on into the Servers list of Master server. Many other exes (bpstulist) work fine.
