Worked with Symantec tech support. The fix was to delete the provisioning task and recreate it.

Recreated all of the provisioning groups and no joy. Still getting the same error. Any other thoughts other than to attempt to go through Symantect tech support?

Thought about that but was trying to avoid it. Not sure at this point if I have any other options.

I did verify all groups and users are valid. I even checked in the databases to make sure they appeared in there correctly. As near as I could tell, they did.
