Do I need to down the service of oracle in HA to expand a volume for oracle DB?

When I want to expand a volume for oracle DB with a new lun, do I need to down the oracle service of active server in HA? I can't make sure whether the volume is able to be expanded without down of the oracle service.  

Could I ask why "Media Unmount Delay" is needed?

I don't know why "Media Unmount Delay" is needed. Is there advantage? Why had this option been maded in Netbackup and had default value "180 seconds"? In addition, When a backup job is completed, does Netbackup check the unload success from a library...
