EVLA (Enterprise Vault License Analyzer) elva.exe.config - Error

Hello all, how far do I have to edit the evla.exe.config File, or does the Tool run immediately? The Problem I have is that the Tool starts and closes again immediately. The exe File is started with Administrator rights and the Service Account.
