Solved. A number of Windows installer files (randomly named MSI/MSP) had been archived from C:Windows\Installer (hidden system folder) to make more space on the system drive. Copying them back allowed the options installer to run successfully.

Almost a month on, I have a scheduled task (using BEMCMD) to stop and start the BE services so that I can continue to use the server. Not a lot of response here, which doesn't seem unusual.
