Do you have an antivirus installed? If so, make sure it isn't actively scanning the BE services, and if it is, put in exclusions for it.

You can also make sure that BE 15 Feature Pack 1 is installed, and if needed, try a repair of the installation itself.

Thanks!

Install FP2 and check. FP2 download link - https://www.veritas.com/support/en_US/article.000080697

If running AV, add exclusions for following directories -

C:\Program Files\Symantec

C:\ProgramData\Symantec

If the above doesn't work, try a repair of .NET and Backup Exec from Control Panel - Programs & Features.

I tried repair .NET and Backup Exec and there is no antivirus on this machine, i removed it.

Have you any suggestion for this issue?

Open up beutility.exe and run a repair of the BEDB. Try again and then post back with an update.

Thanks!
