Is the VM on hardware version 7?

Check the Datastore of the VM if there are files called *ctk*.vmdk. These are the changed block tracking files which have to be generated by esx for incrementals to work.

Another point where errors occur often: It is not possible to place an incremental (defined in a policy) on a full backup which does not belong to the same policy. So for incrementals to work the FULL backup and the following INCR backup have to be started through the exact same policy!

Is the VM on an NFS Datastore?

Does the VM Contain a Dynamic Disk?

There is no dynamic disks

all vms are on storage of IBM.

I verified the pre requisite of incremental backup for vmdk  in sym documents.

the VM on hardware version 7.and VM with VMDK in thin provisioned format.
