Create Restore Basket in Proxy Account

In Exchange 2007 if a user1 has full access to user2's mailbox is it possible for user1 to create a restore basket in user2's mailbox?

i believe you can only restore a mailbox that the user is an owner for

What I found is that when restore you are presented with thesmtp address of the mailbox that you are restoring to. If you change the smtp address it will redirect the restore to the mailbox of the smtp address.
