When I attempt to install the Evault HTTP client on a WIndows 7 32 bit PC with Office 2010, the installer fails and prompts that you must have a minimum of Office 2003 SP2 to proceed. I have cleared the temp directories and even tried a new Outlook Profile.

Have a look at my blog :

That might give you some insight into the issue. Can I ask, have you installed the add-in and you're getting the message when you start Outlook? Or is it when you run the installer?
Was this a clean install of Office? Or an Upgrade? Or a run-in-parallel?

Since you are upgrading or installing you might want to install the cumulative hotfix as well.
Hotfix for Symantec Enterprise Vault (EV) for Microsoft Exchange 9.0.2, Build 1061 - Cumulative hotfix for Enterprise Vault Outlook Add-in

If you are still having trouble installing after reading Rob's blog you can try to install it with msiexec
and turn on the logging options.
