Manually enable Virtual Cache on Outlook 2010

Hello,

I am using Outlook http-only addin on a client with Outlook 2010.  Evault server is on version 8.04 and we are are configured to prompt user to allow them to congifure their Virtual Cache and Virtual Vault settings.

I want to be able to manually enable Virtual Cache, or even disable it on Outlook 2010.  However, I notice that Virtual Cache enables automatically, even after I tried deleting the registry keys KVS on local machine and current user.  I also combine that with deleting the windows user profile but no luck. 

Any thoughts? I need to document the manual enabling process in case a user is in a similar situation.

JW2 is right, a combination of policies settings unfortunately means that VC will get auto-built.  A bug that is currently with our developers.

Thanks Gentlemen, like you two implied, changing the setting "show setup wizard" to ON (and "allow users to decide" vault cache setting) allows for manual enable.  Thanks a million :)
