Use a -h switch to specify the host that the media is assigned to. For example, if the media belongs to a host called "nbumedia", run the following:

Please post output of :
/usr/openv/netbackup/bin/admincmd/bpmedialist -m DD2331
and
/usr/openv/volmgr/bin/vmquery -m DD2331

Why are you trying to expire images on tapes that are already expired.
Please explain what you are really tying to accomplish.

you could try to run bpexpdate -deassignempty & see if it comes up with any errors.
