Yes. As per the Software Compatibility List (SCL) of BESR 2010, it supports Win 2008 R2. Here is the link for the SCL.

Now coming to the part of Invalid License key, there could be number of reasons why you get this error. Check from the following reasons which is the one in your case:
1) You must have received BESR 2010 Desktop edition license key which will not be accepted for BESR 2010 Server edition on your Win 2008 R2 server. So please confirm with the Customer care that the license key received if of SERVER edition. refer technote " http://www.symantec.com/docs/TECH64753 "
2) You must have received BESR 2010 Small Business Server license key which will again not be accepted on Win 2008 R2 Standard server. So please confirm with the Customer care that the license key received if of SERVER edition. Refer to technote " http://www.symantec.com/docs/TECH135927 : Backup Exec System Recovery (BESR) 2010 Small Business Server license will not install, says it is invalid. "
3) If the License key that you are trying to enter is already activated then you may get this error. Please refer to this technote for further detials " http://www.symantec.com/docs/TECH76947 : When selecting "Change License Key" an "Invalid serial number" message will be displayed if the same license key is entered which is already activated"
4) Is this BESR 2010 installation managed by Backup Exec System Recovery Management Solution (BESR-MS). If it is managed by BESR-MS then you need to install the License key from BESR-MS and not directly in the BESR 2010 console.
