Resource group in STARTING|PARTIAL

    Your service group was unable to start as the cfsmount3 resource failed to online.  I would check CFSMount_A.log in /var/VRTSvcs/log as this may tell you why filesystem failed to mount.  If other mount resources failed, then this could be a problem with diskgroup, else it could be something simple like you haven't created the mount point.
