I have server 2012 R2 With backup Exec 2014 SP2 .A job failed had this error:
Final error: 0xe0009582-Cannot get the disk changed information
Final error category Ressource Errors

Are you receiving this failure for all VMs or for just one ?
If all, then Is the virtual host licensed for VADP (vStorage APIs) ? If licensed properly at the virtual host, then try uninstalling and reinstalling the Agent for VMware & Hyper-V from the BE media server.
