Backup Exec API?

Does Backup Exec have an API or maybe a command line interface? Or any other way a 3rd party application could integrate with Backup Exec?

Depends on what version you're using.
BE 2010 R3 and back has BEMCMD:

BE 2012 has BEMCLI:
http://www.symantec.com/business/support/index?page=content&id=DOC5438
BE 2012 can integrate into Powershell from what I have seen. Otherwise both can be used on their own to script whatever you want.
