Hi George,
To successfully recover the Mailbox Store to the Recovery Storage Group on the Exchange Server, make certain that the Recovery Storage Group has been created and that the Mailbox Store has been added to it.
Please check out the following Technote and verify if you have followed all the steps correctly:
