I found this very easy to fix. I just created the two files missing and that solved the issue. No registry entries or changes required. Go to root Windows\inf folder create txt file rename it and extension to what you need in this case one for each oem13.inf and oem14.inf and your done. Backup will now run with no errors. Easy fix.

NOTE:
The exception can be safely ignored as it does not affect the functionality of the Backup set.
Workaround:
Follow the steps listed below:
1. Create a empty text file with the same name as the file mentioned in the exception
2. Place the document in the same location as in the exception
