I don't think anything has changed from fixed block deduplication besides you will get a slightly better dedupe ration using variable length dedupe on the cost of more CPU usage.
The deduplication has a instruction on monitoring efficiency : Monitoring the MSDP deduplication rate | Monitoring deduplication activity | Veritas NetBackup™ Deduplication Guide | Veritas™
You could set up two test MSDP pools, and then backup the same data twice, one with variable and the other with fixed with dedupe.
