There are two exams: One for end-users and one for partners/resellers:
End-user: Symantec Certified Specialist (SCS)
Symantec Partner: Symantec Technical Specialist (STS)
If I look at your screenshot, it seems that you are trying to register for the partner exam?
If you are working for a Symantec partner, Craig is correct - you need to be registered on PartnerNet.If you are an end-user, you need to register for SCS exam.
