There is no such comparison sheet that I am aware of.
Maybe you can use the licensing guides for both products and create such a sheet!

The underlying operation concept is different between these 2 products, in terms of configuration and maintenance.
However, they share a common ground of some options such as backing up (Windows-based) applications such as SQL, Sharepoint, Exchange, EV. The same goes to the deduplication architecture. Basically this is quite high-level and I guess you need to tatlk to someone from Symantec product management team for details.

So when I think that I should go for Netbackup instead of Backup exec. (When backup are big enough or etc)

Defiantly for enterprise size.
