How to limit one tape for different de-duplication job?

I have NetBackup 9.0. I generally offsite our data on LTO tapes. I am facing issue, when run deduplication job against a selection. It takes another new tape rather than using existing one which has...

    0 is unlimited. change it to 1

if the problem is with the tape drives use the limit drives at the storage unit.

if the problem is with the tapes you can change the "maximum number of partially full media"  to 1 at the volume pool properties

Note that different retention levels are using different tapes and I do not suggest to change this behavior.
