Has your rman script a backup control file command ?
Have seen this error when you have both a backup control file command and control file autobackup set on the Oracle database.
Another reason I have seen is timeout, because the control file job has waited in the Netbackup queue for a resource, which it seem to be in your case.
I would suggest to increase CLIENT_READ_TIMEOUT and CLIENT_CONNECT_TIMEOUT on the Oracle client
