Unable to install System Recovery 18 on Windows Server 2019

Whenever I try Installing System Recovery 18 on windows server 2019, the loading install windows will appear and the progress bar moves all the way to then end then the window disappears and nothing ...

It may be worth checking the VSR SCL (software Compatibility List) as it notes:
"Windows Server 2019 is supported from Veritas System Recovery 18 SP2"
