    you can make the dirve down to avoide allocating it to jobs by using the command

    vmoprcmd -down <drive index id>

    you can also disable by using the command 

    tpconfig -drive drvindex -update --drstatus DISABLED

I googled and saw I had to restart the Netbackup Device Manager Service and

the 3 tape drives are now showing UP.

Works now!
