You may also want to try resetting the CBT for that VM: https://www.veritas.com/support/en_US/article.100027732.html
I would also try manually excluding/detaching the independant disk you suspect is the issue in a test job for just that VM to see if that is the issue.
You may also want to see if a Windows agent backup is successful on that VM or if it errors.
