DLO over VPN
I want to setup the DLO agent on some workgroup machines outside of our domain connected via static VPN tunnels. The clients don't use the SBS server for DNS but they can ping the private IP address....

As i understand Backup exec needs name resolution for client and server. If your don't want to use DNS, edit host file.
Specify port for DLO and media server to communicate on firewall. I would suggest to create rule for media server and DLO for allow all as DLO are the trusted cleints.
i think admin guide will help you to decide the settings for the DLO client
