Incremental backup WAY sloooooow

Hi All,
 
I've got a gigabit network running on a Cisco 2960 switch.  When I run a FULL backup I get up to about 400 MB/sec file transfer rate (the servers are old and slow, but at least they've got gigabit NICs).
When I run an INCREMENTAL backup the transfer rate drops to 11 MB/sec.  What on earth is going on?  The only thing I can think of is that it's doing the file compare to determine what files have changed, and then doing the copy.  If that's the case, shouldn't it first build the list of files to copy, then run the copy all at once?
 
Setup:
I have one machine running the BackupExec 11d server with hard drives and a tape drive to which backups are being copied.  Backups of all servers are first run to the hard drives, then later copied to tape.  All servers being backed up are running the Windows Server 2003 agent with AOFO.  There are no SQL Server agents or Exchange agents running as of yet.
