SP4 Windows Installer Error

Do you have 8.3 naming turned off? Try enabling it by setting HKLM\SYSTEM\CurrentControlSet\Control\FileSystem\NtfsDisable8dot3NameCreation=0
What does your temp environment variables look like? Try setting both TMP and TEMP to something short-n-simple like C:\TEMP.
Make sure that there aren't any orphaned entries in HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Installer\Rollback\Scripts that might prevent MSInstaller from running to completion.
