Unfortunately no. Such a key does exist in Backup Exec, but not in SDLO.
SDLO installs all the supported languages when the product is installed. The language which the SDLO UI displays is set as per the server OS's language. So, if the server is running English, the DLO will be in English. As an example, if you want DLO to run in Spanish, the server's language should be set to Spanish as well.
