Apply legal holds without using DA case searches?

We are applying legal holds to emails to/from identified custodians via DA case searches. These search hits will not be reviewed or exported. But it seems that case searches bring the search results to DA database, which is not required for our purpose. Is there another "light" way to apply legal holds to emails for select custodians without the overhead of case, searches, acceptance, etc.?
