Ok so the solution was to remove the first stuck item from the users archive with some sql query. After that the rest of the items in queue was indexed normally and the problem has been solved.

If you run the below, its your query but modified slightly, run it now, then wait for 10 - 15 mins and run it again, if the IndexSeqNo does not change then you know nothing is getting Indexed for this Volume.

If the ISN is not changing, do a DS against the TransactionID for the very first item and see if it dumps successfully.
