Yes - the directive ALL_LOCAL_DRIVES includes SCC which also includes SS
(there is a good section in the Admin Guide (vol I) that explains each available directive & what it covers)
system state covers under Shadow Copy Components:\ derivates...

Since the Shadow Copy Components contain System State information, the Shadow
Copy Components need to be backed up by a full backup.
