The Planning & Performance Tuning Guide should help the most.
With just 15 servers, one NetBackup server could easily act as both Master and Media Server for all Unix/Windows clients.
You must install the NetBackup client software on every physical server you plan to back up; however, if you have, say, an NFS-mounted directory on a Unix box and have it mounted to another server, and you only need that NFS directory backed up, you don't need the client installed on the NFS host. You just have to set the backup policy defined for that box to "cross mount points" and "follow NFS".
If you really are this new to Netbackup, I'd suggest a training class and a talk with a Symantec rep.
