There are no exclusions set on the Netbackup client for this.
Attached is a debug level 3 bpbkar log for a failed backup I just ran, hope it helps.
Aha it works if I check "Backup Network Drives", set the Netbackup client to run under local admin account rather than system and enter the unc path "\\deploy01\f$" (which is a 'local' unc path) in backup selections!
Is that the only way to do this? Why doesn't Netbackup like local USB drives?

My guess is that a USB drive is seen as a removable drives and therefor no seen as a candidate for ALL_LOCAL_DRIVES.
Try running bpmount on the server. bpmount will return if a drive is consider local nor not.

CDROM: H:\ on H:\
EXIT STATUS 0: the requested operation was successfully completedF: is the USB drive, so Netbackup does seem to think it is local.

Strange - I will call a friend who maybe can help. I am a Linux guy, so my Windows knowledge is limited.
