I got below windows when starting the NB Java console.
Just increase the MAX_MEMORY variables. It's quite normal I would say when backup environments grow to a certain size. And it's not dangerous :-)
The error message is related to Java memory usage (java console) - Not to Netbackup core memory usage.

How much memory does your system have?
What Operating system is it?
What version of NetBackup Java Console are you running?
