Your NBU version is too old.
To use wildcard in NDMP backup selection, you need to upgrade to at least 7.6. This is from NBU-NDMP admin guide http://www.veritas.com/docs/000003716 :
Note: To use wildcard characters in NDMP policy backup selections, both your master server and the media servers on which NetBackup for NDMP is installed must run NetBackup 7.6 or later. Wildcard characters are not supported in releases of NetBackup before Version 7.6.
Having said that, 7.6 is also end-of-support, so you should go to 7.7: http://www.veritas.com/docs/000116667
