I copied a previously excluded file to a new file and assigned the attributes of the of the old file. NetBackup did not backup this incremental change. I would think regardless of the date as long as it is a change, NetBackup should back it up.

Note the difference between mtime and ctime for incr backups. For further troubleshooting, please ensure that bpbkar log folder exists on the client and logging level is set to 3.

Since the mtime, atime, and ctime of the directories/files that were used to be in the excluded_list did not change then these would not be backed up by an incremental backup.
Looks like the only way if to run a FULL backup to pick up these directories/files. I know moving the server to a new policy would also work but is there any other way aside from these two options.

You will need to run a Full to pick up previously excluded files where mtime or ctime did not change since last Full backup.
