Is it possible to open a support ticket without having a support contract?
Can I pay for the ticket and have the issue resolved?

I seriously doubt that you will be able to open a Support call.
The Dispatch team firstly check for eligibility before a case can be opened.

I confirmed with support that they do not do pay as needed support ticket.

I'm trying to imagine having to pay T&M for some of the issues I've opened tickets for previously - it's not always a pretty picture. =)
