Can we configure a NetBackup Standard User Backup to use multiple data streams?
I don't believe so (although I've never tried), but there's certainly nothing stopping you from just calling the policy 10 times from your client with a different backup list each time.

sandaruas rightly pointed by jnardello there is nothing stopping you from initiating a policy multiple times.
Since, its a User Backup schedule, it you who will tell Netbackup the backup selection. In case if you have multiple directories, you can put them in a text file and speicify that file in bpbackup command or else, run multiple bpbackup commands specifying appropriate backup slection.
