Sure you can set the permissions on the registry key HKLM\Software\Veritas\Veritas System Recovery\SecurityInfo

    The popup message appears when automatically launching VSR console after logging on.
    My workaround is a setting not to automatically launch it.

    On the other hand,
    Another workaround is to give Users group a full control permission for HKLM\Software\Veritas\Veritas System Recovery\SecurityInfo. Full control for all users are able to be given after changing the permission.
